Photo Hue Tool
The Photo Hue tool (introduced in 2013 versoins) is part of the Photo Enhance Tool and can be found on the Photo Tool InfoBar. The tool allows a photo (or parts of a photo when using a soft mask) to be tinted with any color.
If you wish to apply a tint to only part of the photo then simply use one of the region selection tools to draw and apply a region selection to the area you wish to edit prior to using the Photo Hue tool.
